Single independent legal entities or collaborative consortium of independent legal entities, working together around an innovation project, coordination and support action or training and mobility actions. The minimum size of the consortium varies by call.

The EU funding covers between 70%-100% of the project costs, plus overhead of 25% of the project budget for indirect expenses. In each topic, the European commission mentions the indicative budget per project or when applicable, the fixed contributions per person months.
