International R&D Call for Proposal in Quantum Technologies (QT) under the QuantERA III Programme

Summary:
This call invites is for Research and Development proposals under QuantERA III with international partners that participate in this program. The QuantERA 2025 call is an international initiative to stimulate and strengthen research and innovation in Quantum Technologies (QT).
Program Description
Main Focus Areas:
- Quantum Phenomena and Resources (QPR): Establishing fundamental principles for basic quantum sciences and foundational physics.
- Applied Quantum Science (AQS): Translating established quantum effects into technological applications and developing new products.
Projects are expected to address one or more of the following areas:
- Quantum communication
- Quantum computing
- Quantum simulation
- Quantum sensing and metrology
- General quantum science

Consortium Structure:
- Submissions to QuantERA must be made by a consortium.
- A minimum of three partners eligible for funding, from three or more different countries participating in the program.
- Standard consortium size: 3 to 6 partners.
Designated Audience
Eligible applicants include Israeli companies and researchers from Israeli academia in the field of quantum (subject to the condition below).
Academic researchers wishing to join a consortium must collaborate with Israeli companies that are also partners in the consortium. Israeli academia wishing to participate must collaborate with an Israeli company that is part of this consortium and gain at least 10% funding from them.

Finance
The funding rate for an Israeli participant is:
• 66% for an industry partner
• 80% for an academia partner (the Israeli company partnering with the academic research team in the consortium must provide at least 10% additional funding for the academic activities)
Project duration will follow QuantERA III guidelines.
The Israel Innovation Authority has allocated a total of €750,000 for all Israeli participants. This does not constitute a commitment to award this amount in full or in part.
Criteria
Minimal Requirements:
Per QuantERA III rules, proposals must be submitted by an international consortium composed of at least three partners from at least three different QuantERA III participating countries.

Evaluation Criteria

Application Process
An Israeli company must submit its application to the Innovation Authority, accompanied by documents submitted to the QuantERA program.
The application process should be conducted on two channels simultaneously to Europe and Israel:
Submission to the QuantERA III Commission:
- Deadline: 05.12.2025, 17:00 CET — according to the QuantERA III call.
Note:
- The QuantERA III deadline is set by the QuantERA III Commission.
- The dates listed here are provided for convenience; applicants must verify deadlines, requirements, and guidelines on the QuantERA III website.
In the event of any contradiction or discrepancy between this call and the ISERD protocol, the Israel Innovation Authority support program, and its regulations, the ISERD protocol and the Authority’s program and regulations shall prevail.
This publication does not guarantee approval for any applicant.
Submission to the Israel Innovation Authority:
- Deadline: 11.12.2025, until 12:00 PM (noon)
- Applications are submitted via the personal account on the Israel Innovation Authority Hebrew website.

Note:
- Submissions to the Israel Innovation Authority must use documents suitable for Authority-funded programmes only (not co-funded).
- The Authority accepts only complete and compliant proposals, submitted with all required forms according to the specific program.
- Companies wishing to receive confirmation of proper submission are advised to submit ahead of the deadline.
- Technical support is available Sunday–Thursday until 16:30.
