Summary:

The Hi-Tech Human Capital Fund works to develop the human resource in the high-tech industry in Israel, in particular in the fields of deep technology (DeepTech). The purpose of the current call is to promote entrepreneurship training of skilled human capital in Israel, for the purpose of establishing groundbreaking new ventures in the fields of Bio convergence, as well as in the fields of Semiconductors and quantum computing. 

In Israel, dozens of start-up companies are established every year in Bio convergence, but the potential is much wider in relation to global demand, and this call comes to answer this need.  At the same time, the global chip world is in the midst of a dynamic period, when it forms the basis of all advanced technology. In recent years there has been a trend of increasing demand for chips with the understanding that this is a strategic resource with geopolitical implications. 

Israel is known as a world leader in the field with over 200 active companies and several successful exits; however, the number of established start-up companies is stagnant. Even in the field of quantum computing, in which a “global race” is also taking place, Israel has become one of the leading countries in the world. Due to the level of risk and complexity, establishing companies in the fields of chips and quantum computing requires a substantial amount of capital on the one hand, and technologically skilled, entrepreneurial and managerial human capital on the other.  

To meet this challenge, the Israel Innovation Authority is launching a new initiative designed to establish innovative programs for the development of human capital in the high-tech industry within the framework of “The High-Tech Human Capital Fund.” 

 

Program Description

The Innovation Authority invites relevant corporations (including non-profits, academic institutions, commercialization companies, medical institutions, incubators and business entities) to submit applications for support of innovative programs aimed at training for entrepreneurship in the fields of bio convergence, as well as in the fields of chips and quantum: 

  • The programs must include practical experience in the entrepreneurial process, such as research and conceptual thinking, exposure to industry challenges, validation of the idea and its maturation using all the tools that will be learned in the program, experience in teamwork and a final presentation in front of an audience and investors. Development of practical ideas/projects. Preference will be given to programs that will work for the registration of companies, assistance in examining intellectual property, raising private or public initial capital, and partnerships with Israeli or multinational companies. 
  • In the field of bio convergence, the submitters are required to produce multidisciplinary programs that connect people from the life sciences (such as biology, biochemistry and biotechnology) and people from engineering, computer science, etc., in order to establish multidisciplinary teams that can lead new ideas into independent ventures with great market potential. 
  • In the field of Semiconductors and Quantum computing, all participants in the program must have significant relevant experience from industry and/or academia.

 

Designated Audience

  • Non-profit organizations, public bodies, and NGOsWith experience in theoretical and practical training or employment support in technological fields. 
  • Companies, training institutions, or academic bodiesWith relevant experience and an interest in training suitable candidates. 

 

Finance 

A program with a requested budget of up to a total of 1,000,000 NIS will be granted a grant of 70% of the approved budget, according to the decision of the Research Committee.   

A program whose requested budget exceeds a total of 1,000,000 NIS and up to 5,000,000 NIS will be granted a grant of 50% of the approved budget, according to the decision of the Research Committee.   

*Applications will be submitted for 12/24/36 months.   

 

Criteria

Eligibility 

The application and the applicant must meet all the following eligibility requirements: All eligibility requirements must be met at the time of applying and throughout the entire execution period of the approved program. Failure to meet one of the following eligibility requirements will result in the rejection of the entire application or the cancellation of the approved program: 

  • The applicant is a corporation that is duly incorporated and registered in Israel and operates under the laws of the State of Israel.   
  • If the applicant is a non-profit organization or a public benefit company (Public Benefit Company), it has a valid certificate from the Registrar of Associations on proper management, or if less than two years have passed since the date of its commencement of activity, a certificate of submission of documents. Notwithstanding the above, an applicant that is a non-profit organization or a Public Benefit Company, which does not have a certificate of proper management or a certificate of submission of documents as aforesaid, as the case may be, at the time of applying, may present such a certificate until the date of signing the budget sheet and undertaking per the incentive track. 
  • The application is intended to address one or more of the challenges in developing skilled human capital for the knowledge-intensive industry in Israel, as defined in section 2.3 of the incentive track.
  • No financial assistance has been received to carry out the project, subject to the application, from a governmental entity or the Innovation Authority, directly or indirectly, other than per the provisions of the incentive track. 
  • The applicant does not have restricted accounts and is not in the process of receivership, stay of proceedings, liquidation, etc. 
  • The applicant and its controlling shareholders meet the requirements of the Regulations for the Encouragement of Research and Development in Industry (Conditioning of Approvals – Minimum Wage), 2011. The criteria as detailed in the incentive track.
